Add an ehcache.xml to the deployment for use by ecache.

Description

Because we don't specify an ehcache.xml ehcache complains with the following warning:

No configuration found. Configuring ehcache from ehcache-failsafe.xml found in the classpath: jar:file:/C:/union_a2/lib/ehcache.jar!/ehcache-failsafe.xml

This means it is using it's own ehcache-failsafe.xml. Copy this xml as our ehcache.xml so it stops the warning and to allow developers to change the caching behavior if necessary.
