Room-scoped account attributes not available at login time

Description

  1. Account "bob" sets account attribute "game1.score" to 15.
  2. ClientA joins room "game1"
  3. ClientA logs in as "bob"
  4. ClientA is sent a u88 that should include "game1.score", but "game1.score" is not included.
