Add option to turn off SUCCESS responses from set attribute requests.

Description
When a client requests to set a client attribute the server will respond with a SUCCESS message when successful. In an app where the client sets client attributes frequently this causes an equal amount of SUCCESS messages to be sent doubling the traffic on the server.
Allow a developer to turn off SUCCESS messages when they are only concerned with failures.

Should this option be allowed for server and room attributes?

This isn't an urgent requirement so putting back in to pending review until we flush out a more thorough means for a client to choose which messages/responses it may want back from the server.
